Can anyone tell me where to find a TEIN dealer in Victoria apparently Fulcrum are no longer involved with them.

Greg, looks like Tein Australia may be selling direct to the public given the online cattle dog:
https://www.teinaustralia.com.au/catalogue.htmlBtw, it currently doesn't seem to have an offering for the NC if that's what you're after.

I purchased four from a wreck (it had travelled about three klms and then crashed) had the damaged one rebuilt through Fulcrum and left them on the shelf when my Cancer set in and I am now considering installing them but have noticed that the repaired unit lacks detent on the Damping adjustments.
